Accessibility Statement

Sóller Town Council (Ajuntament de Sóller) is committed to making the Sóller Action Plan monitoring platform accessible, in accordance with Royal Decree 1112/2018 of 7 September on the accessibility of public sector websites and mobile applications.

This accessibility statement applies to the public section of this platform, in its Catalan, Spanish and English versions.

1. Compliance status

This website is partially compliant with Royal Decree 1112/2018 due to the non-compliances listed below. The reference standard is UNE-EN 301549:2022, which incorporates the Web Content Accessibility Guidelines (WCAG) 2.1, level AA.

2. Non-accessible content

a) Non-compliance with Royal Decree 1112/2018

  • Some colour combinations have a lower contrast than required for small elements, particularly on mobile device screens (requirements 9.1.4.3 and 9.1.4.11 of UNE-EN 301549:2022).
  • Some content blocks are not contained within landmark regions, which may make navigation with screen readers more difficult. The heading hierarchy and the "Skip to main content" link nevertheless allow adequate navigation (requirement 9.1.3.1).
  • The colour palette identifying the areas of the Plan is under review. In the meantime, identification by colour is always supplemented by the alphanumeric code of each measure (for example, "M01" or "C03"), so that the information does not depend solely on colour (requirement 9.1.4.1).
  • The graph of relationships between measures is based on a visual representation that cannot be fully navigated using the keyboard. The same information is available in list format on each measure's page.

b) Disproportionate burden

No exemption on grounds of disproportionate burden is invoked.

c) Content not within the scope of the applicable legislation

The interactive map of the municipality is excluded from the scope under Article 3.4 of Royal Decree 1112/2018, relating to online maps and mapping services. The essential information it contains (the location of the measures) is also provided in accessible text format on each measure's page.

3. Preparation of this statement

This statement was prepared on 13 May 2026. The method used was a self-assessment carried out by the Ajuntament, with the support of the platform's technology provider, using automated analysis tools applied to all public pages in their desktop and mobile versions, together with manual keyboard and screen reader navigation tests on representative pages.

The statement was last reviewed on 29 September 2026.

4. Feedback and contact details

Users may send communications to the Ajuntament to report any possible failure to meet accessibility requirements; to request accessible information about content that is not accessible or is excluded from the scope; or to submit any complaint, query or suggestion for improvement regarding the accessibility of the platform.

These communications should be sent to the Ajuntament by email to ajuntament@a-soller.es or through the electronic office (sede electrónica) (https://soller.sedelectronica.es), and will be dealt with within the time limits provided for in Royal Decree 1112/2018.

5. Enforcement procedure

If a request for accessible information or a complaint has been rejected, if the person concerned disagrees with the decision, or if the response does not meet the established requirements, they may lodge a claim in accordance with the procedure provided for in Article 13 of Royal Decree 1112/2018. The claim may be submitted through the Ajuntament's electronic office or by any of the means provided for in Article 16.4 of Law 39/2015 on the Common Administrative Procedure of Public Administrations, and will be resolved by the competent body of the Ajuntament.
