A plan open to scrutiny

Many strategic plans are formally approved and then disappear from public view. Sóller Town Council has chosen the opposite path. This platform openly and permanently shows anyone, anywhere, the actual progress of each action in Sóller's Action Plan.

It shows more than progress. It also shows actions that have not started, are delayed, or have fallen short of expectations. Transparency that only shows successes is publicity. Real transparency remains open when the figures are uncomfortable.

Still an uncommon practice

Transparency rules require public authorities to publish their plans and programmes and assess their delivery periodically. Sóller has chosen to go further in four ways.

Monitoring is continuous rather than a single report at the end of a period. It is detailed, action by action, with progress percentages, status, deadlines and responsible bodies. It is comprehensive, explicitly including actions that miss their planned schedule. And it is open: anyone can browse, filter and download the data for independent analysis.

Few administrations accept this level of public scrutiny of their work. Sóller does so because a plan shaped by residents must continually answer to those same residents.

What this commitment requires

Opening municipal management in this way is not a technical decision. It is a decision of government that requires several things. It requires political courage to accept assessment by residents every day, not only every four years. It requires methodological rigour to measure progress using consistent, verifiable criteria. It requires coordination between council departments, technical services, other public institutions and local organisations, which share responsibility for many actions. It requires institutional humility to acknowledge publicly when things do not go as planned and explain why. And it requires the conviction that public trust is built with data rather than declarations.

How to read the data

Each action in the Plan has a status: Planned, In progress or Completed. It also has a progress percentage and an indication of whether it is on schedule. Actions can be viewed by policy area (mobility, public space, housing, tourism, commerce, culture, services and participation) and by time horizon (short, medium and long term). Overall indicators for the Plan and the date and time of the latest update appear at the top of the platform.

Our commitments

Sóller Town Council commits to keeping the information current as progress, status changes and delays occur. It also commits to stable, public measurement criteria, explaining deviations and keeping the platform open throughout the Plan's lifetime.
