Participation Rules

The platform allows members of the public to comment on the measures of the Sóller Action Plan, with the aim of enriching its monitoring and keeping alive the participation that gave rise to the Plan. These rules govern this space so that it is useful, respectful and open to everyone.

1. Who may participate

Anyone aged 18 or over who has created and verified a participant account and has accepted these rules may participate. Each person may hold only one active account.

2. Principles of participation

  • Relevance. Comments must relate to the measure under which they are posted: its content, implementation, results or proposals for improvement.
  • Respect. Critical opinions may be expressed, always with respect for people, organisations and institutions.
  • Truthfulness. Contributions must be made in good faith, without spreading information known to be false.
  • Privacy. Do not include your own personal data or those of third parties.

3. Content not permitted

Comments will not be published if they:

  • Contain insults, threats, or offensive or defamatory expressions, or infringe the honour, privacy or personal image of any person.
  • Incite hatred, violence or discrimination on any grounds, or disparage the dignity of individuals or groups.
  • Include personal data of third parties or data that would allow them to be identified, or any confidential information.
  • Are unrelated to the measure being commented on or do not contribute to the discussion.
  • Have an advertising or commercial purpose, or constitute spam or repetitive messages.
  • Impersonate other people or organisations.
  • Infringe intellectual or industrial property rights, or any other legal provision.
  • Contain links to websites with unlawful or malicious content.

4. Moderation

All comments are subject to prior moderation, carried out by a team designated by Sóller Town Council (Ajuntament de Sóller) in accordance with these rules. Comments are not visible until they have been approved. Moderation is carried out in order of receipt and on working days, so publication may not be immediate.

Moderation assesses solely whether comments comply with these rules, regardless of the opinion they express, and does not imply that the Ajuntament shares their content. The Ajuntament may reject comments that do not comply with the rules and remove those already published if a breach is subsequently detected.

In the event of serious or repeated breaches, the Ajuntament may suspend or cancel the participant account, with prior notice sent to the associated email address.

5. Scope of comments

Comments are a channel for citizen participation and do not constitute applications, complaints, formal suggestions, representations or administrative appeals, nor do they create any obligation to provide an individual response. To submit any document with administrative effect, you must use the Ajuntament's electronic office (sede electrónica) (https://soller.sedelectronica.es) or the general registry.

Contributions received may be taken into account in the Action Plan monitoring reports, in aggregated form and without identifying their authors.

6. Responsibility

Each person is responsible for the comments they post. The Ajuntament accepts no responsibility for the opinions expressed by participants.
