M15. Developing a full network of park-and-ride sites

Develop a network of peripheral car parks to reduce traffic, using municipal land and negotiating with private owners and other authorities. The work will identify suitable sites, assess their technical and financial feasibility, and arrange leases or agreements where needed. Car parks should be scalable, with shade, basic surfacing, drainage and signs, and safe walking or cycling routes to the town centre and Port. The network will be included in the municipal digital system, showing estimated occupancy, location and access. Delivery will proceed in phases, starting where it can relieve the most congestion.
